Mission Statement
To provide rehabilitation support services to individuals who are Deaf, Blind, DeafBlind and/or multidisabled living in safe and affordable housing.
Purpose
To provide rehabilitation and adjustment services for consumers who are referred to the semi-independent cottages located on the Presbyterian Home for Children (PHFC) campus in preparation of successfully transitioning into long-term independent housing.

The Alabama Institute for Deaf and Blind and the Presbyterian Home for Children, Inc. have jointly established these rules or policies for the comfort and safety of all residents. Management is responsible for enforcing all rules or policies outlined in this handout, along with all laws that govern our business.
The Alabama Institute for Deaf and Blind (AIDB) is the world’s most comprehensive education, rehabilitation and service program serving individuals of all ages who are deaf, blind, deaf-blind and multi-disabled. Founded in 1858 by a young medical doctor who wanted to educate his deaf brother, AIDB now serves more than 22,500 infants, toddlers, children, adults and seniors with hearing and vision loss throughout Alabama each year.
The Presbyterian Home for Children, Inc. is a nonprofit organization providing educational, housing, and support services for children, families, and individuals and has recognized the need to expand its mission to provide supportive services for those who are visually or hearing impaired.
Referral to Supportive Housing Program
Persons who are interested in the program should contact the Talladega Regional Center Social and/or their respective Case Managers to complete an application. Applicants are required to submit background information for consideration to referral committee.
Referral Criteria
Applicants for referral to semi-independent living at the PHFC must complete an application packet that will be reviewed and considered by the referral committee. Applicants must meet the following criteria:
- Must be at least 19 years of age and out of high school
- Must be Deaf, Blind, Deafblind, Legally Blind, Hard of Hearing, Visually Impaired, or other qualifying disability
- Must have a sensory impairment or other disability
- Must be assessed regarding financial hardship (provide proof of income, expenses, and complete budget worksheet)
- Must be assessed regarding the safety of current living arrangements (reports from police, DHR, building inspector, environmental services, and/or other professionals)
- Must not present medical or psychiatric problems or needs that require medical support or supervision
- Must show proof that any medical conditions are stabilized prior to service referral (diabetes, seizures)
- Must show physician statement stating patient is free from communicable diseases
- Must not be currently engaging in illegal drug use
- Must not be subject to a lifetime registration requirement or is currently registered under a state sex offender registration program
- Must have no history of violent criminal activity which indicates a pattern of violence that may threaten the safety of residents or staff. Violent criminal activity includes sex crimes and crimes against women and children
Program Service Fees
- Each resident will be assessed a monthly program service fee that will include rent and utilities. The rates are based upon access to private bathrooms and/r units with adjoining rooms.
- Private Bathroom Unit: $450 – $550 per month
- Shared Bathroom Unit: $350 – $450 per month
- Tiny Home Unit: $600 -- $650 per month
- Program service fees will be drafted from each resident’s designated account by the 5th of each month to avoid $25 late fee penalties.
- Every resident who participates in the program must have and/or establish a checking or savings account for program fees to be deducted each month.
